The Deputy Permanent Representative delivers a statement on nuclear disarmament on behalf of the Group of 21

Deputy Permanent Representative Dr. Abbas Kadhem Obeid, delivered a statement on the Nuclear Disarmament on behalf of Group 21 at the Conference on Disarmament which was held on 20/6/ 2019, during which he stressed that the Conference on Disarmament is the sole multilateral negotiating body on disarmament, welcoming the establishment of nuclear-weapon-free zones in Africa and Latin America, and expressed disappointment at the failure of the 2015 Non-Proliferation of Nuclear Weapons Review Conference to reach a consensus on the outcome document of the Conference, additionally he called upon the sponsors of the 1995 Middle East resolution to assume their responsibilities for the establishment of nuclear-free zone in the Middle East, referring “Israel” to join the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and to subject all its nuclear facilities to the comprehensive safeguards system of the International Atomic Energy Agency (IAEA).

 In conclusion, the Deputy Permanent Representative emphasized the importance of the commitment of the nuclear-weapon States to eliminate their nuclear weapons, and the elimination of the role of nuclear weapons in security and military doctrines, stressing the importance of negotiating a universal, unconditional and legally binding instrument to assure non-nuclear-weapon States against the use or threat of use of nuclear weapons, as well as negotiation in the Conference on Disarmament of a convention banning a development, production, stockpiling, use or threat of use of nuclear weapons, providing for the destruction of such weapons, leading to the elimination of nuclear weapons worldwide Non-discriminatory and verifiable within a specified time frame.
